Creates new offense of "masked intimidation" for intentionally harassing, intimidating, or threatening another person while concealing one's face with a mask, hood, or other device with intent to place someone in reasonable fear for their physical safety

First offense is a class C misdemeanor; second or subsequent offenses are class B misdemeanors

Exempts mask-wearing for holidays/costumes, occupational safety, weather protection, theatrical productions, emergency situations, health purposes (including limiting spread of airborne illnesses), and religious garb

Adds masked intimidation to Missouri's hate crime statute (section 557.035), making bias-motivated violations a class E felony when motivated by race, color, religion, national origin, sex, sexual orientation, or disability

Includes explicit protection stating the law shall not diminish any rights protected under the First Amendment
