Changes petition filing from permissive ("may") to mandatory ("shall") and requires courts to rule on no-contest clause petitions before proceeding with any other joined claims

Expands circumstances where no-contest clauses cannot be enforced, adding protections for: participation in lawsuits without asserting affirmative claims, cases where courts find the clause violates public policy, and challenges to trust terms that would otherwise be prohibited under existing law

Allows immediate appeal of orders disposing of fewer than all claims, replacing the previous "interlocutory" appeal language, with courts authorized to stay proceedings pending appeal

Clarifies that interested persons who do not seek a determination under this section may still challenge no-contest clause validity in other proceedings without the section's protections
