Removes congressional district-based residency requirements for appointments to governing boards of multiple Missouri public universities, replacing them with county-based limits tied to where each institution's principal administrative office is located

Limits the number of voting board members who may reside in the county of the institution's main campus: no more than 3 for Harris-Stowe State University, Northwest Missouri State University, University of Central Missouri, Southeast Missouri State University, Truman State University, and State Technical College of Missouri; no more than 4 for Missouri State University, Missouri Southern State University, and Lincoln University

Eliminates regional service area requirements that previously mandated board members be appointed from specific counties or historic statutory service regions for Northwest Missouri State, Missouri Southern State, and Southeast Missouri State universities

Retains existing political party balance requirements limiting voting members from one party (typically no more than 4-5 depending on the institution)

Maintains nonvoting student member positions on each governing board, with students required to be full-time, U.S. citizens, and Missouri residents
