Extends the expiration date of the Joint Committee on Child Abuse and Neglect from January 15, 2023 to August 28, 2031

Requires the committee's annual report to be sent to the speaker and chief clerk of the house of representatives, the president pro tem and secretary of the senate, in addition to relevant agency directors

Maintains the committee's composition of 14 members (7 senators and 7 house representatives) with bipartisan requirements limiting each party to no more than 4 members per chamber

Preserves the committee's duties including studying the child abuse reporting system, improving foster care, examining child removal decisions, and recommending statutory changes
