Creates the Motor Vehicle Theft Prevention Commission within the Department of Public Safety, consisting of 12 members including state officials and governor-appointed representatives from law enforcement, insurance, and automotive industries

Establishes a grant program for local law enforcement agencies and multi-jurisdiction task forces to fund motor vehicle theft prevention, investigation, prosecution, and public awareness efforts

Violation of device possession restrictions is a class D felony; failure to report a lost or stolen device within 48 hours is a class A misdemeanor

Creates the Motor Vehicle Theft Prevention Commission Revolving Fund in the state treasury; program automatically sunsets six years after effective date unless reauthorized
