Amends Section 578.012, RSMo, to expand conditions under which animal abuse is elevated from a class A misdemeanor to a class E felony

Adds starvation resulting in substantial harm as a felony-level offense when an owner or custodian knowingly fails to provide adequate care

Removes the word "consciously" from the existing felony provision regarding torture or mutilation inflicted while an animal was alive

Retains existing felony enhancement for defendants with prior animal abuse convictions

Maintains the three base definitions of animal abuse: intentional killing, purposely causing injury/suffering, and failure to provide adequate care resulting in substantial harm
