Increases the threshold for standing contracts for state construction, renovation, maintenance, and repair projects from $100,000 to $250,000 per project, and raises the job order contract limit from $300,000 to $750,000 per project

Creates a new "master agreement" system allowing the Division of Facilities Management to contract with architecture, engineering, landscape architecture, and land surveying firms on an as-needed basis for projects with fees up to $100,000 each

Master agreements must be awarded through a qualification-based selection process, with requests for qualifications published for at least 10 days before review

Firms are evaluated based on specialized experience, past performance (cost control, quality, schedule adherence), and proximity/familiarity with the service area

Master agreements cannot exceed two years including renewals, with a maximum of $1 million per year in total services performed under each agreement
