Increases the threshold for state agency standing contracts for construction, renovation, maintenance, and repair projects from $100,000 to $250,000 per project

Raises the maximum expenditure per project for job order contracts from $300,000 to $750,000

Creates new "master agreements" allowing the Division of Facilities Management to contract with architecture, engineering, and land surveying firms on an as-needed basis for projects with fees up to $100,000 per project

Master agreements must be awarded through a qualification-based selection process, with requests for qualifications advertised for at least 10 days before review

Master agreements may not exceed two years (including renewals) and are capped at $1 million per year in total services performed
