Establishes the "Cronkite Journalistic Standards and New Voices Act" protecting freedom of the press for student journalists at public high schools and public institutions of higher education in Missouri

Defines "Cronkite Journalistic Standards" requiring news sources to maintain at least 51% factual news content, limit commentary/editorial to 10% or less, separate news from opinion, and prioritize verification over speed

Prohibits prior restraint of school-sponsored media except for content that is libelous, invades privacy, violates law, threatens violence, incites unlawful acts, or would materially disrupt school operations

Protects student-media advisors from being disciplined, terminated, transferred, or retaliated against for refusing to censor student journalists or for protecting students' free expression rights

Shields school districts, institutions, board members, and employees from civil or criminal liability for student publications unless they actively participated in or knew of and failed to prevent problematic conduct
