Amends Missouri RSMo 537.058 to require settlement demands in personal injury, bodily injury, or wrongful death claims remain open for at least 90 days from receipt by the liability insurer to be considered a "reasonable opportunity to settle"

Removes the previous "time-limited" designation from settlement demands, broadening the definition to include any settlement offer (not just those with specified acceptance deadlines)

Settlement demands not meeting statutory requirements cannot be used as evidence of reasonable opportunity to settle in lawsuits seeking extracontractual damages (damages exceeding policy limits) against insurers

Requires settlement demands include written HIPAA-compliant authorizations for insurers to obtain medical records from listed healthcare providers

Excludes settlement demands issued within 90 days of a scheduled jury trial from these requirements
