Expands the Regional Convention and Visitors Commission from 11 to 15 members beginning August 28, 2026, with the governor appointing 5 members (including the chair), the city executive appointing 5, and the county executive appointing 5, with specific requirements for hotel/motel industry representation and residency

Merges governance of the Regional Convention and Sports Complex Authority into the Regional Convention and Visitors Commission, with commission members serving as authority commissioners effective August 28, 2026

Authorizes the commission to levy special assessments on real property within a "convention district" upon petition by property owners representing more than 50% of assessed value, and to impose a convention district sales tax up to 2% (in 1/8% increments) subject to voter approval

Redirects excess funds from the County Convention and Recreation Trust Fund to the Regional Convention and Visitors Commission after existing lease obligations are met, and prohibits use of hotel/motel tax revenue for new contracts entered into after August 28, 2026

Extends state appropriation authority for tourism infrastructure projects through August 28, 2028 with up to 30-year terms, increases annual funding caps to $4 million for regional convention and visitors commission projects, and expands eligible facilities to include convention centers, stadiums, and entertainment venues owned or operated by the commission
