Requires applicants for respiratory care practitioner licenses to hold an active credential as a registered respiratory therapist (RRT) through the National Board for Respiratory Care, replacing the previous general "credentials from the certifying entity" requirement

Allows applicants with certified respiratory therapist (CRT) credentials earned before January 1, 2027 to still qualify for licensure

Permits out-of-state applicants to qualify if they hold current licensure with an active RRT credential in another state, the District of Columbia, or U.S. territory with equivalent or higher standards

Establishes random audits of license renewals to verify licensees maintain active credentials through the National Board for Respiratory Care, with proof submitted directly by the credentialing organization

Conditional licenses may be issued while background checks are pending, valid for up to 12 months, with no fee charged and no eligibility for renewal
