Prohibits Missouri residents from registering motor vehicles in other states to circumvent Missouri titling and registration requirements, including through shell companies (partnerships, LLCs, or corporations) that lack legitimate business purposes

Establishes a rebuttable presumption that vehicles owned and operated by Missouri residents are subject to Missouri titling and registration requirements; factors considered include having a Missouri driver's license, being the initial purchaser, operating/storing the vehicle in Missouri, and insuring the vehicle

Imposes a $500 penalty for non-compliance, with violators given 60 days to obtain Missouri title and registration and pay all owed taxes and fees; failure to comply results in driver's license suspension until paid in full

Authorizes the Department of Revenue to use the motorist insurance identification database to identify improperly titled vehicles and investigate violations

Adds statutory definitions for "residence address" (physical presence for 6+ months in a calendar year at one's true, fixed, principal, and permanent home) and "resident" to Missouri motor vehicle law
