Creates the "Veterans Mental Health Innovation Act" establishing a grant program through the Department of Health and Senior Services for FDA-overseen clinical trials on ibogaine to treat opioid use disorder, substance use disorders, and neurological/mental health conditions

Grant recipients must be Missouri-based entities with neurosurgery programs, cardiac intensive care capabilities, proven neurological research history, and agreements with out-of-state consortiums that have submitted FDA investigational new drug applications

Requires 1:1 matching funds from non-state sources before grant disbursement, with quarterly progress and financial reports to the department and annual reports to the General Assembly before December 1st

Creates two state treasury funds: the "Ibogaine Study Fund" for grant awards and the "Ibogaine Intellectual Property Fund" to capture commercial revenue from trials, with IP fund proceeds dedicated to programs assisting veterans and at-risk populations

If FDA approves ibogaine, only licensed physicians may prescribe it, administration must occur at hospitals or licensed health care facilities under physician supervision, and the department must begin accepting grant applications before November 1, 2026
