Removes the prohibition on state appropriations to the Missouri-St. Louis Metropolitan Airport Authority that has been in effect since June 30, 1983

Allows the General Assembly to appropriate and expend state funds for the implementation and continuation of the airport authority

Retains the existing establishment of the authority as a body corporate and political subdivision of the state

Maintains the authority's purpose of promoting general welfare and providing safe, convenient air travel to and from the greater St. Louis metropolitan area
