Increases the 7th judicial circuit (Clay County) from 4 to 5 circuit judges beginning fiscal year 2028

Adds one associate circuit judge to the 23rd judicial circuit (Jefferson County) beginning fiscal year 2028, with governor appointment until January 1, 2029, then elected positions

Expands the 11th judicial circuit (St. Charles County) from 6 to 7 circuit judges beginning January 1, 2029, and adds 2 associate circuit judge positions beginning fiscal year 2028

Creates one additional associate circuit judgeship each in Franklin County (20th circuit) and Miller County (26th circuit) beginning fiscal year 2028

Codifies the 25th judicial circuit's third circuit judgeship created in fiscal year 2026 and allows the 7th judicial circuit to appoint a state-paid family court commissioner in substitution of a reimbursable position
