Amends Section 29.230, RSMo to change the timeline calculation for petition-initiated audits of political subdivisions from the date of "filing" to the date of "requesting" the petition from the state auditor

Petitions must be submitted to the state auditor within one year from requesting the petition, with signature thresholds based on voter turnout at the last gubernatorial election prior to requesting (not filing)

Signature requirements vary by subdivision size: 25% for under 1,000 voters, 15% (minimum 200 signatures) for 1,000-5,000 voters, 10% (minimum 750 signatures) for 5,000-50,000 voters, and 5% (minimum 5,000 signatures) for 50,000+ voters

Political subdivisions pay actual audit costs, with the state auditor required to provide cost estimates within 60 days of request; the Petition Audit Revolving Trust Fund holds payments with a $1 million cap before excess transfers to general revenue

Signers may rescind their petition signatures via sworn statement within 10 days of petition submission to the state auditor
