Creates the "Fire Life-Safety Damper Inspection Verification Act" requiring fire dampers, smoke dampers, and combination fire-and-smoke dampers to be tested within 12 months of installation and at least every 4 years thereafter

Applies to all buildings except one- and two-family dwellings or townhouses three stories or fewer above grade plane in Missouri political subdivisions that require fire life-safety dampers

Requires contractors to hold International Certification Board (ICB) fire-and-smoke Damper Contractor Certification or ISO/IEC 17024 equivalent; technicians must complete at least 8,000 hours of HVAC apprenticeship training

Mandates building owners post verification notices visible to the public, maintain compliance records on premises, and submit operation certificates to the Department of Public Safety within 30 days

Violations subject to civil penalties up to $1,000 per day; state fire marshal may deny, suspend, or revoke licenses and seek injunctive relief for imminent dangers to life or property
