Creates a new Class E felony offense for knowingly permitting, allowing, or failing to prevent illegal activity on property a person owns, rents, occupies, or controls

Defines covered "illegal activity" to include peace disturbances/noise complaints, underage alcohol consumption, unlawful alcohol sales, acts of violence, weapons offenses, and other criminal acts against persons

Requires three documented law enforcement complaints or observations of illegal activity at the same property within 12 months before arrest for this offense, with each incident documented and the illegal activity recorded

Authorizes government authorities to secure, board, or restrict entry to properties where no lawful owner or responsible party can be established or the owner is deceased

Allows prosecuting attorneys to charge individuals under both this new section and section 579.105 (maintaining a public nuisance related to controlled substances)
