Establishes the "Office of Special Investigations" within the Missouri Department of Health and Senior Services to investigate reports of abuse, neglect, and exploitation of eligible adults

Investigators may act upon request from local, county, state, or federal law enforcement agencies, prosecutors, or Division of Senior and Disability Services staff, but must notify the chief law enforcement officer of the appropriate jurisdiction before initiating investigations or executing search warrants

Office investigators licensed as peace officers under Chapter 590 are granted peace officer status statewide, with arrest powers limited to eligible adult abuse/neglect/exploitation offenses and imminent danger situations

Director of DHSS or designee granted subpoena power to compel production of books, papers, or records when necessary for investigations

Criminal investigation records and arrest records maintained by the office are subject to the same disclosure rules as law enforcement records under sections 610.100 to 610.210
