Restructures Missouri's sex offender registry by repealing 20 existing sections and enacting 19 new sections, consolidating registry provisions from chapter 43 into chapter 589

Creates a three-tier classification system for sex offenders: Tier I offenders register annually for 15 years, Tier II offenders register semi-annually for 25 years, and Tier III offenders register every 90 days for life

Replaces references to "chief law enforcement official" with "registration official" throughout the statutes and clarifies that the registration official is the chief law enforcement official for each county or city not within a county

Establishes new exemption provisions allowing certain offenders to petition for exemption from registration, including those whose offenses involved consensual conduct with victims at least 14 years old when the offender was no more than 4 years older

Requires offenders traveling outside the United States to appear before the registration official at least 21 days before travel and complete forms required by the U.S. Marshal's Service
