Commission membership requires 5 franchised new motor vehicle dealers, 2 used motor vehicle dealers, 1 powersport dealer, and 1 public member with no financial interest in dealerships; no more than 5 members may be from the same political party

Increases the minimum annual sales threshold for dealer license eligibility from 6 to 8 vehicles or trailers for motor vehicle dealers, boat dealers, and trailer dealers

Creates an executive director position with salary at or above state pay range G14, responsible for supervising staff, managing complaints, maintaining records, and administering commission operations from a main office in Jefferson City

Grants the commission authority to mitigate complaints, hold hearings, arbitrate dealer disputes, assess punitive fines, and promulgate rules, while the Department of Revenue retains enforcement powers in matters not specifically granted to the commission
