Adds Cole County to the jurisdiction of the Eastern District of the Missouri Court of Appeals

Requires all lawsuits challenging procedural defects in bill enactment or the validity of the Missouri Constitution, state statutes, or state regulations to be filed exclusively in Cole County

Establishes that an individual's county of voter registration at time of injury creates a rebuttable presumption of principal place of residence for venue purposes

Specifies that for railroad corporations, the location of their registered agent determines principal place of residence for venue purposes, provided the agent is in a city not within a county, a charter county, or a first class county

Motions to dismiss or transfer based on improper venue are automatically granted if not denied within 90 days of filing
