Reorganizes Missouri's sex offender registry statutes by repealing 20 existing sections and enacting 19 new sections, consolidating definitions and requirements previously spread across chapters 43 and 589

Establishes detailed tier classifications (Tier I, II, and III) with specific offenses listed for each tier, determining registration periods of 15 years, 25 years, or lifetime respectively, along with corresponding in-person reporting requirements (annually, semi-annually, or every 90 days)

Creates new petition process for registry removal or exemption, including exemptions for certain offenses involving consensual conduct between adults, or between minors close in age (within 4 years and victim at least 14), and specific obscenity offenses

Requires registrants to report international travel at least 21 days in advance to the registration official, who must forward the information to the U.S. Marshal's Service

Changes terminology from "chief law enforcement official" to "registration official" throughout the statutes and requires law enforcement agencies to submit prosecution referrals to the Missouri Office of Prosecution Services by January 1, 2028 or lose eligibility for state and federal law enforcement funding
