Removes "membership dues" from the list of authorized payroll deductions that school districts may make for employees, effectively prohibiting districts from deducting union or professional association dues from paychecks

Explicitly prohibits school districts from deducting or collecting dues, fees, or contributions from employee pay on behalf of any professional association or political fund

Creates new section 168.301 defining "professional association" as any lawful association of school district employees dealing with employers on grievances, labor disputes, wages, hours, or employment conditions

Guarantees school district employees the right to join or terminate membership in a professional association at any time, without restrictions imposed by either the association or the employer

Maintains existing authority for school districts to make other payroll deductions (credit unions, tax-sheltered annuities, IRAs, voluntary contributions, group insurance) when requested by 10 or more employees
