Reenacts Missouri's Second Amendment Preservation Act (sections 1.411 to 1.484) while repealing the original sections 1.410 to 1.485 and removing certain legislative findings and declarations

Prohibits state and local officials from enforcing federal firearm laws including: taxes/fees that create a chilling effect on firearm purchases, registration or tracking of firearms/ammunition, acts forbidding possession by law-abiding citizens, and confiscation orders

Imposes $50,000 civil penalty per occurrence on political subdivisions or law enforcement agencies employing officers who knowingly violate Second Amendment rights or enforce prohibited federal firearm regulations

Updates the reference date for federal excise tax rates from January 1, 2021 to January 1, 2026, and changes the effective date for violations from August 28, 2021 to August 28, 2026

Waives sovereign immunity for enforcement actions and allows prevailing parties (other than the state) to recover attorney's fees and costs
