Agricultural nonpoint sources are explicitly exempted from Missouri clean water permitting requirements, in addition to the existing exemption for agricultural storm water discharges and return flows from irrigated agriculture

Commingled offsite industrial wastewater storage facilities must meet buffer distance requirements from public buildings and residences: 1,000 feet for facilities over 500,000 gallons up to 5 million gallons; 2,000 feet for 5-10 million gallons; 3,500 feet for over 10 million gallons

Facilities holding valid operating permits as of July 9, 2024, are grandfathered from the new buffer distance requirements, and property owners may waive buffer distances through written agreement

Annual testing is required for commingled offsite industrial wastewater storage facilities, including testing for 11 metals (arsenic, aluminum, barium, cadmium, chromium, copper, lead, mercury, selenium, silver, thallium) plus E. coli and fecal coliform, with results sent directly to the department by third-party certified laboratories

Construction permit exemptions are expanded to include sewer extensions of 1,000 feet or less with fewer than two lift stations, facilities over 1 million gallons per day authorized through local supervised programs, and sewer collection projects authorized through local supervised programs
