Requires all motorcycle/motortricycle passengers under 10 years of age to wear protective headgear meeting state standards

Increases the fine for helmet violations involving child passengers under 10 from $25 to up to $100

Allows law enforcement to stop, inspect, or detain a person solely to determine compliance with child passenger safety requirements, unlike general helmet law enforcement

Effective date of January 1, 2027; violations are punishable as infractions with fines up to $100
