Removes statutory exemptions that prevented multiple state treasury funds from reverting to general revenue, including the Workers Memorial Fund, State Document Preservation Fund, MO HealthNet Fraud Prosecution Revolving Fund, Coordinating Board for Early Childhood Fund, Arrow Rock State Historic Site Endowment Fund, Missouri Dairy Industry Revitalization Fund, Apple Merchandising Fund, Agricultural Product Utilization and Business Development Loan Guarantee Fund, and Manufactured Housing Consumer Recovery Fund.

Requires the state treasurer to submit an annual report to the general assembly by December 31st identifying each state treasury fund with no disbursements during the preceding five-year period ending June 30th, and whether remaining moneys have been transferred to general revenue.

Mandates that any remaining moneys in the Confederate Memorial Park endowment fund be transferred to general revenue by June 30, 2027.

Retains provisions allowing interest earned on these funds to be credited back to the respective funds rather than transferred to general revenue.
