Expands Missouri's direct shipper license from wine-only to all alcoholic beverages, allowing licensed manufacturers (wineries, breweries, distilleries) from any state to ship directly to Missouri residents age 21 and older

Sets monthly shipping limits per consumer: distilled alcohol capped at 9 liters; undistilled alcohol (beer, wine, malt beverages) capped at 18 liters or two cases

Requires manufacturers to obtain an alcoholic beverage direct shipper license and provide copies of their state license plus federal Alcohol and Tobacco Tax and Trade Bureau manufacturer's license

Mandates out-of-state licensees submit annual reports by January 31 detailing total shipments and pay Missouri excise taxes as if sales occurred in-state

Requires all containers to be labeled "CONTAINS ALCOHOL: SIGNATURE OF PERSON AGE 21 OR OLDER REQUIRED FOR DELIVERY" and carriers must verify recipient age and obtain adult signatures
