Creates the "988 Crisis Continuum Fund" in the state treasury to collect all revenues from the wireless charges, with funds dedicated to the Department of Mental Health

Revenues must be used for 988 crisis line operations (call, text, chat services available 24/7), mobile crisis response services, behavioral health crisis center operations, and open access services for uninsured or underinsured individuals

Fund balance does not revert to general revenue at the end of the biennium and may also receive appropriations, federal funds, grants, and donations

Director of the Department of Revenue must promulgate rules for administration, with any rules adopted after August 28, 2026, subject to legislative review under Chapter 536
