Renames the "Board of Private Investigator and Private Fire Investigator Examiners" to the "Board of Private Investigators, Private Fire Investigators, and Professional Surety Bail Bond Agents" and transfers regulatory authority over bail bond agents and surety recovery agents from the Department of Commerce and Insurance to this expanded board.

Expands board membership from seven to ten members, adding three members who have been actively engaged in the general bail bond business or surety recovery for the previous five years.

Removes statutory fee caps that previously limited biennial license fees to $150 and initial basic training costs to $200, allowing the board to set fees by regulation at levels sufficient to cover administrative costs.

Eliminates the director's authority to issue cease and desist orders or seek injunctions against unlicensed bail bond agents, and removes provisions allowing monetary penalty agreements in lieu of administrative hearing commission complaints.

Requires 24 hours of initial basic training and 8 hours of biennial continuing education for bail bond agents and general bail bond agents, with the board determining approved training providers and instruction areas.
