Law enforcement agencies must issue retired law enforcement identification cards to qualifying retired officers for a fee of $100, enabling them to carry concealed firearms under federal law (18 U.S.C. Section 926C)

Identification cards must include the officer's photo, name, address, date of birth, signature, and issuing agency contact information, with an indefinite expiration date

Cards must display disclaimers stating they do not authorize concealed carry without current firearms qualification certification (obtained within 12 months), do not permit carry while intoxicated, and do not grant law enforcement authority

Agencies must maintain a roster of retired officers issued cards and reissue lost cards for a $150 fee

Agencies may optionally offer retired officers the firearms training required to maintain federal concealed carry certification, and must use collected fees to conduct activities under this section
