Creates the "Missouri Free School Meals Program" allowing participating schools to provide up to two free federally reimbursable meals per student per school day (one breakfast and one lunch)

Establishes the "Healthy School Meals for All Fund" funded by up to 1% of net proceeds from video lottery terminals plus gifts, grants, and donations

Provides state aid to participating schools equal to the difference between the federal free meal reimbursement rate and the actual federal reimbursement received

Allows a 75% tax deduction for donations to the Healthy School Meals for All Fund, effective for tax years beginning January 1, 2027

Requires participating schools to seek all available federal reimbursements including the USDA National School Lunch Program and Community Eligibility Provision; eligible schools include public, charter, private, and virtual schools that do not discriminate based on race, color, or national origin
