Lowers the mandatory school enrollment age from 7 years to 5 years, requiring parents to enroll children in public, private, parochial, parish, home school, or FPE school starting at age 5

Removes the previous provision allowing parents to submit a written request to excuse children between ages 5-7 from school attendance

Eliminates the exemption that allowed children ages 14 to compulsory attendance age to be excused from school for legal employment

Grants boards of education in cities not within a county (St. Louis City) authority to enforce compulsory attendance requirements for children as young as 5 years old

Authorizes school attendance officers, juvenile officers, and other designated personnel in independent cities to have jurisdiction over children age 5 and older subject to compulsory attendance
