Prohibits lobbyists from receiving direct or indirect compensation for lobbying on behalf of foreign adversaries (as defined in 15 C.F.R. Section 791.4), foreign political parties of adversary nations, or foreign adversary clients

Defines "foreign adversary client" to include current/former officials of foreign adversary governments, political parties, or military branches, as well as entities formed for their benefit and their immediate family members

Establishes "control" threshold at 20% ownership of voting interest, board representation, or ability to appoint/discharge personnel

Violations subject to disgorgement of compensation received plus civil penalties up to $1,000 per violation, with the attorney general authorized to seek injunctive relief

Grants the attorney general subpoena power to investigate suspected violations, including authority to compel documents, written responses under oath, and oral testimony
