Adds a new tax of 66.5 mills per cigarette beginning January 1, 2027, on top of the existing 8.5 mills per cigarette tax, raising the total tax from $0.17 to $1.50 per pack of 20 cigarettes

Revenue from the additional tax will be deposited into the state general revenue fund, after a 3% reduction allowed for wholesalers

Licensees are prohibited from purchasing tax stamps in quantities exceeding 110% of their purchases from the same period in the prior year during the six months before the tax increase takes effect

Subject to voter approval at the November 2026 general election; the tax increase only takes effect if approved by a majority of voters
