Removes the prohibition on the governor using executive orders to create or operate a state health insurance exchange

Eliminates restrictions that barred state agencies and political subdivisions from applying for, accepting, or spending federal money related to health benefit exchanges

Removes the provision allowing taxpayers and legislators to sue the state for violations of the exchange prohibition, including mandatory attorney's fee awards

Clears the way for Missouri to potentially transition from the federally facilitated healthcare.gov marketplace to a state-operated exchange
