Expands Missouri's direct shipper license from wine-only to all alcoholic beverages, allowing licensed manufacturers (wineries, breweries, distilleries) from any state to ship directly to Missouri residents age 21 and older

Sets monthly shipping limits per consumer: 9 liters for distilled spirits and 18 liters (or two 9-liter cases) for undistilled alcohol (beer, wine, malt beverages)

Requires manufacturers to obtain an alcoholic beverage direct shipper license by filing with the Division of Alcohol and Tobacco Control and providing copies of state and federal licenses

Mandates that all shipped containers be labeled "CONTAINS ALCOHOL: SIGNATURE OF PERSON AGE 21 OR OLDER REQUIRED FOR DELIVERY" and requires carriers to obtain an alcohol carrier license

Out-of-state licensees must report total shipments by January 31st each year and pay Missouri excise taxes as if the sale occurred in-state
