Establishes the "Kratom Consumer Protection Act" requiring dealers to disclose product information on labels and prohibiting sales to individuals under 18 years of age

Prohibits sale of kratom products that are adulterated or contaminated with dangerous substances, contain more than 2% 7-hydroxymitragynine in the alkaloid fraction, or contain synthetic alkaloids

Requires product labels to include the amounts of mitragynine and 7-hydroxymitragynine contained in the product

Preempts all local ordinances and regulations relating to kratom products, making state law the exclusive authority

Penalties include fines up to $500 for first labeling violations ($1,000 for subsequent offenses), class D misdemeanor charges for selling adulterated products or to minors, and a private right of action for consumers harmed by violations
