Defines "owner" as any individual holding 10% or greater financial or voting interest in an entity seeking licensure

Permits the Missouri Gaming Commission to require fingerprint submissions from employees, officers, or directors of fantasy sports contest operators as part of licensing applications

Allows the Gaming Commission to require fingerprint-based background checks for retail and mobile sports wagering license applicants, covering both in-person betting at excursion gambling boats and online platforms

Requires all fingerprints to be submitted to the Missouri State Highway Patrol for state criminal records search and forwarding to the FBI for federal records search, with results provided to the relevant licensing authority
