Prohibits local authorities from imposing additional licensing requirements, restricting hours of operation, requiring commissary agreements, or mandating proximity rules from restaurants

Authorizes license denial, suspension, or revocation for violations including fraud, false statements, or three or more citations within 12 months, with appeals through the administrative hearing commission
