Public utilities prohibited from requiring additional deposits or transfer fees to transfer service to a spouse when the account is in good standing and the account holder dies, is deported, or is incarcerated for more than 60 days

New deposits may still be required if the spouse has an unpaid utility bill from the past 5 years, has interfered with or diverted utility service without authorization in the past 5 years, or fails to provide valid identification

When a new deposit is required, utilities must allow installment payments unless the spouse has a history of unauthorized interference with utility service

Utilities may require proper documentation such as a marriage certificate or proof of residency before completing the transfer
