Expands Missouri's direct shipper license from wine-only to all alcoholic beverages, allowing licensed manufacturers (wineries, breweries, distilleries) from any state to ship directly to Missouri residents age 21 or older

Sets monthly shipping limits per consumer: 9 liters for distilled alcohol (spirits) and 18 liters (or two 9-liter cases) for undistilled alcohol (beer, wine, malt beverages)

Requires manufacturers to obtain an alcoholic beverage direct shipper license by filing with the Division of Alcohol and Tobacco Control and providing copies of state and federal licenses

Mandates out-of-state licensees report total shipments by January 31st and pay Missouri excise taxes as if the sale occurred at the delivery location

Requires all shipments be labeled with "CONTAINS ALCOHOL: SIGNATURE OF PERSON AGE 21 OR OLDER REQUIRED FOR DELIVERY" and carriers must verify age, obtain adult signature, and maintain shipping records
