State departments managing natural resources must remit revenues exceeding their statutory administrative allowance to the counties where those resources are located

Departments may retain 50% of excess natural resource revenues for their own use

25% of excess revenues go to the county general fund where the natural resources are located

25% of excess revenues go to school districts where the natural resources are located, distributed based on weighted average daily attendance

Effective date contingent on voter approval of a related constitutional amendment authorizing the General Assembly to enact such revenue-sharing laws
