Requires all health carriers and health benefit plans in Missouri to cover doula services for policies delivered, issued, continued, or renewed on or after January 1, 2027

Expands MO HealthNet (Medicaid) doula program coverage to include attendance at scheduled cesarean section deliveries and increases support sessions from 6 to up to 16 total sessions for participants who need additional care

Defines doulas as non-licensed birth workers who provide health education, advocacy, and physical/emotional support before, during, and after childbirth, including support during miscarriage and stillbirth

Directs the Department of Health and Senior Services to create and approve a doula registration system to enable health insurance reimbursement

Exempts supplemental insurance policies from the coverage mandate, including accident-only, specified disease, Medicare supplement, long-term care, and short-term medical policies of six months or less
