Requires all health carriers and health benefit plans in Missouri to provide coverage for doula services beginning January 1, 2027

Expands MO HealthNet (Medicaid) doula coverage to include attendance at scheduled cesarean section deliveries and increases covered support sessions from 6 to up to 16 total sessions for participants who need additional care

Defines doulas as non-licensed birth workers who provide health education, advocacy, and physical, emotional, and nonmedical support before, during, and after childbirth, including support during miscarriage and stillbirth

Requires the Department of Health and Senior Services to create a doula registration system and application criteria to enable health insurance reimbursement

Exempts supplemental insurance policies from the coverage mandate, including accident-only, Medicare supplement, long-term care, and short-term policies of six months or less
