Authorizes the University of Missouri Board of Curators to acquire, manage, lease, purchase, sell, or participate in ownership/operation of hospitals, medical facilities, and health care providers within a designated 25-county region in central Missouri

Grants immunity from federal and state antitrust laws to the Board of Curators and any public/private entities collaborating with them for health care activities within the specified counties

Establishes state policy that benefits of university health care expansion outweigh adverse impacts on competition, explicitly allowing activities that may displace competition in hospital, physician, and health care services

Maintains requirement for compliance with state certificate of need laws (sections 197.300 to 197.367)

Excludes immunity protection for per se antitrust violations including price-fixing, bid-rigging, and market-allocation schemes unlawful under the Sherman Act
