Creates the "Missouri Declaration and Bylaws Modernization Act" applying to homeowners associations, condominium associations, and cooperatives for events occurring after January 1, 2027

Allows board-proposed declaration or bylaw amendments to pass automatically if fewer than one-fifth of voters reject them within 60 days after notice, when insufficient votes are received within the initial 90-day period

Permits associations to sue members for unpaid assessments in small claims court without attorney representation and removes the filing limit on small claims petitions for associations

Establishes record retention requirements including permanent retention of tax returns and meeting minutes, 7-year retention for contracts and financial statements, and 3-year retention for membership rosters

Prohibits associations from restricting property transfers based on protected classes, with enforcement authority granted solely to the attorney general
