All rules and regulations governing state aid to public libraries must comply with the First Amendment, Article I Section 8 of the Missouri Constitution (freedom of speech), and federal/state civil rights laws regarding public accommodations, anti-discrimination, and workplace harassment protection.

Rules and regulations made prior to July 1, 2026 must be reviewed for compliance by August 28, 2028.

At least 50% of state aid funds must be distributed to public libraries on an equal per capita basis according to the latest federal census.

Libraries must maintain a minimum tax levy of at least 10 cents per $100 assessed valuation (or equivalent appropriation) to qualify for grants.

Remaining funds may be used for grants supporting new library establishment, equalization, reciprocal borrowing, technology development, interlibrary cooperation, literacy programs, and other projects improving library access.
